Error handling

A 401 is returned when authentication is missing or invalid, and a 403 when the authenticated user lacks access; OAuth app tokens and classic personal access tokens need either manage_billing:copilot or read:org, and only organization owners can view these details. A 404 is returned when the organization resource is not found; the org path parameter must identify the organization. A 422 indicates a problem with the account's associated payment method, and a 500 indicates an internal error.
