Set private repo fork PR workflow settings for an organization

Sets the settings for whether workflows from fork pull requests can run on private repositories in an organization.

Error handling

A 403 is returned: Forbidden - Fork PR workflow settings for private repositories are managed by the enterprise owner. A 404 is returned: Resource not found. A 422 is returned: Validation failed, or the endpoint has been spammed.
