Checks whether one GitHub user follows another user. Use username and target_user to identify the follower and the account being checked.

204Returns no response body when the user follows the target user.
404Returned when the user does not follow the target user.
Error handling
A 404 is returned when the user identified by the username path parameter does not follow the user identified by the target_user path parameter. Supply both path parameters as GitHub user handles.
